Can you give us the dimensions of this bag?
To me it looks very narrow, and resembles something like a large map bag. That is just me surmising!
I am still looking around for clues.

That (Map Bag) is what comes to my mind also at first look, but not certain.

Yup it's a possible map bag it's too flat too cary anything else but who know's?
